aus der EU (Wahlbeteiligung: 75%)

Einige Fragen von Matthias Reichl

Nach der „Brexit-Entscheidung“ ergeben sich für 
globalisierungskritische Kampagnen einige entscheidende Entwicklungen:

1. Werden nun bei den Verhandlungen zu TTIP & Co. die US-Verhandler 
die Schwächung der EU-Position ausnützen?

2. Werden die nationalen Parlamente mehr Einfluss auf den 
Verhandlungsprozess und die -entscheidung bekommen - z.B. den Abschluß 
von CETA in den nächsten Tagen? Werden nationale Referenden erleichtert?

3. Wie können unabhängige und linke EU-Kritiker den nationalistischen 
Rechten - die den „Brexit“ für sich instrumentalisieren - 
entgegentreten und eigenständige Strategien entwickeln?

4. Werden scheinbar "nebensächliche" Entscheidungen zu zentralen 
Problemen der Menschen - in und außerhalb der EU - durch das 
EU-Krisenmanagement beiseite geschoben?

Brexit: Die EU Eliten sind verantwortlich

Untertitel: Rechte Hetze darf nicht über Kritik an EU-Politik 
hinwegtäuschen

Die britische Entscheidung für den EU-Austritt ist ein alarmierendes 
Zeichen für die tiefe Krise der Europäischen Union. „Die Menschen in 
Europa haben genug davon, durch nicht gewählte Institutionen regiert 
zu werden, die im Interesse von Konzernen statt von normalen Menschen 
handeln“, sagt Ralph Guth, Vorstandsmitglied von Attac Österreich. 
„Wir sind es leid, unser Leben vom Willen der Finanzmärkte, Konzerne 
und Eliten diktieren zu lassen.“

Die Entscheidung der britischen Bevölkerung ist zu respektieren. Attac 
ist jedoch sehr besorgt, denn die Kampagne für den Austritt war von 
Angstmache, Rassismus und Gewalt durchzogen. Dies spiegelt den 
Aufstieg der extremen Rechten in Europa und die zunehmende Gewalt 
gegen Flüchtlinge an den Grenzen wider. Die Antwort der extremen 
Rechten auf die neoliberale Verarmungspolitik besteht darin, die 
Ärmsten gegeneinander auszuspielen. Die Gefahr besteht, dass diese 
Politik jetzt durch den Brexit weiteren Auftrieb erhält.

Rechte Hetze und die Instrumentalisierung von Flucht und Migration 
dürfen nicht darüber hinwegtäuschen, dass immer mehr Menschen eine 
berechtigte Kritik an der Europäischen Union haben. „Die Verwüstungen 
der Austeritätspolitik, die Erosion der Demokratie, die Zerstörung des 
öffentlichen Sektors haben unseren Kontinent in einen Spielplatz für 
das obere 1% verwandelt. Dafür sind ausschließlich die europäischen 
Eliten verantwortlich“, so Ralph Guth. Die europäischen Regierungen 
und Institutionen schaffen mit ihrer Politik die Grundlage für den 
Aufstieg der extremen Rechten, sie tragen die politische 
Verantwortung. „Wir, die wir andere Werte von internationaler 
Solidarität, Demokratie und Gleichheit vertreten, müssen jetzt 
handeln“, bekräftigt Ralph Guth.

Attac unterstützt all jene Menschen und Bewegungen in Großbritannien, 
die sich für ein besseres Leben für alle einsetzen, in ihrem Kampf 
gegen Rassismus und die extreme Rechte. Attac wird weiterhin gemeinsam 
mit demokratischen und offenen Bewegungen in ganz Europa dafür 
kämpfen, die Kontrolle über Wirtschaft, Politik und unser Leben 
zurückzuerobern. Die Europäische Union in ihrer derzeitigen Form steht 
diesen Zielen und dem guten Leben für alle Menschen – in Europa und 
auf der Welt – entgegen. Die Menschen haben genug von 
Standortwettbewerb, Austeritätspolitik und Freihandelsabkommen. Es 
braucht emanzipatorische Alternativen und demokratische Formen der 
europäischen Kooperation, wenn der weitere Aufstieg der extremen 
Rechten und nationalistische Antworten unter dem Deckmantel von 
Freiheit verhindert werden sollen. Wenn die EU nicht Teil eines 
besseren Europas und einer besseren Welt sein kann, wird sie 
hinweggefegt werden.

Dear Matthias

The people have voted, and the decision is for the UK to leave the 
European Union.

Whichever way you voted, many will feel a sense of relief that the 
referendum is over. The mainstream debate became increasingly nasty 
and divisive as it neared yesterday’s climax, with friends on all 
points of the political spectrum taking opposing sides. We now need to 
rebuild our alliances behind the vision of a world we can all believe in.

War on Want took the decision early on not to campaign either to leave 
or remain in the EU, but used the debate to give people a deeper 
insight into what the EU institutions mean in practice. In particular, 
we drew people towards our campaign against the EU-US trade deal TTIP, 
which became a central theme in the more thoughtful contributions on 
both sides of the debate.

War on Want will work with sister organisations across Europe to 
continue the campaign against the EU’s damaging free trade deals. As 
the UK now turns to develop its own relations with the rest of the 
world, we will also build the call for a progressive trade and 
investment policy from Westminster. We must ensure that the Leave vote 
cannot be claimed as a mandate for the UK to develop its own trade 
deals on the negative lines that it has traditionally supported within 
the EU.

Please take action right now on CETA, the toxic EU-Canada trade deal 
that is being prepared for ratification as we speak. Like TTIP, CETA 
includes the provision for transnational corporations to sue 
governments in their own privileged court system for introducing any 
laws or regulations that could harm their profits in future. And it 
still matters to the UK, despite yesterday’s vote, because once CETA 
has been ratified, this power will continue to apply to the UK even 
after we have left the EU.

The news coming out of Brussels is that the European Commission is now 
seeking to deny national parliaments a vote on CETA – despite numerous 
promises that the deal would have to be approved by parliamentarians 
in every EU member state.

Please call on David Cameron urgently to block CETA unless UK MPs are 
guaranteed a vote on it. Anything else would be a massive betrayal of 
our democracy.

Now Europe needs a democratic re-start

Yesterday’s vote in the United Kingdom on EU membership shows that 
referendums must be desigend better and that the European Union now 
completely needs to be democratically reformed. This is Democracy 
International’s conclusion of the referendum held on EU membership on 
23 June 2016 in the UK. In this popular vote, 52 per cent of voters 
decided to leave the EU. The turnout was at 72 per cent.

”Overall, the referendum was well done in terms of preparing, running 
and conducting it but yet it was far from best practice. It is very 
problematic that Prime Minister David Cameron had triggered the 
referendum in a plebiscite way and that the campaign was rushed 
through in just two official months of campaigning. So both the legal 
framework for holding referendums and the time-frames offered need to 
be updated” states Bruno Kaufmann, board member of Democracy 
International.

Prime Minister David Cameron had promised the UK referendum on EU 
membership in case of being re-elected at the Parliamentary elections 
of 2015. Doing so, Cameron combined elements of direct and 
representative democracy. From a democratic perspective, however, 
there should be a clear distinction between votes and elections, not 
given in yesterday’s UK’s referendum on EU membership.

”Looking at the UK referendum from a European perspective the vote by 
the British people is a very powerful signal as the UK now will leave 
the EU. Yet, we should remember that this was not a vote against the 
European Union for the first time. Since the the first Danish 
”Nej”-vote 23 years ago electorates across Europe have repeatedly 
voted down proposals for more integration including the French ”no” to 
the Constitutional Treaty and most recently the Dutch citizens in a 
popular vote about the EU-Ukraine Treaty. We should question why so 
many people are against the EU. Yesterday’s no-vote means the moment 
to now fully include citizens in the debate and to truly democratise 
the EU” says Kaufmann.

Democracy International has been demanding for years to fully 
democratise the European Union with an EU Convention that brings 
together citizens, politicians and civil society alike to debate the 
future of the EU. According to Article 48 of the Lisbon Treaty, 
substantial changes affecting the EU require a Convention to approve 
amendments to the EU Treaties. For Democracy International this 
Convention must be transparent and democratic. All EU citizens are to 
decide on the outcome of the Convention in a European-wide referendum.
