IPPNW RESPONSE TO REPORT THAT US IS PLANNING NUCLEAR STRIKE AGAINST IRAN
URGENT ACTION ALERT
IPPNW has prepared the following statement in response to allegations
contained in a new article by journalist Seymour Hersh, published in
the New Yorker magazine, that the US is developing plans for a
nuclear strike against Iran as one of its military options to prevent
Iran from acquiring its own nuclear capability.
IPPNW is appalled by revelations contained in a New Yorker article by
journalist Seymour Hersh that the US has developed plans to attack
Iranian underground nuclear installations with nuclear weapons, and
has called on President George W. Bush to renounce the "nuclear
option" as a means to prevent Iran from acquiring its own nuclear capability.
IPPNW Co-President Gunnar Westberg condemned any use of nuclear
weapons as "a crime against humanity." He cited studies previously
published by IPPNW and its US affiliate, Physicians for Social
Responsibility (PSR), refuting claims that nuclear-armed earth
penetrating weapons could be used without causing massive casualties
and environmental damage.
The United States currently deploys both conventional and nuclear
EPWs, including about 50 nuclear-tipped B61-11s, which can penetrate
2-3 meters and have reported yields between 0.3 kilotons and 340
kilotons. Congress withdrew funding for the further development of
low-yield nuclear bunker busters in 2005.
"Our findings unequivocally refute the contention by influential
members of the Bush administration that nuclear bunker busters could
be used in Iran or anywhere else with minimal so-called collateral
damage," according to the IPPNW study's lead author, Dr. Victor W. Sidel.
The PSR study, published in 2005, estimated that even a low-yield
nuclear bunker strike against the suspected Iranian underground
nuclear materials storage site at Esfahan would result in the deaths
of up to three million people within 48 hours. About half the deaths
would result from radiation-related causes -- "either prompt
casualties from the immediate radiation effects of the bomb, or from
fallout. Over 600,000 people would suffer immediate injuries."
Radioactive fallout from such a strike would cover much of Iran, most
of Afghanistan and spread into Pakistan and India.
Hersh alleged that the Pentagon had presented an option to the White
House for the use of a tactical nuclear bunker buster, such as the
B61-11, against underground nuclear sites in Iran. He also reported
that US Navy aircraft "have been flying simulated nuclear-weapons
delivery missions
within range of Iranian coastal radars" since last summer.
"Were the US to use such weapons," Dr. Sidel said, "it would be
crossing the nuclear threshold for the first time since the US used
nuclear weapons on the cities of Hiroshima and Nagasaki more than 60
years ago. This is not only morally repugnant, but it would start us
down the slippery slope to the use of nuclear weapons of greater
yield something the entire world has been trying to prevent since 1945."
Dr. Westberg added that IPPNW is opposed to any military attack
against Iran, and called for renewed diplomatic efforts to resolve
international concerns that Iran is engaged in nuclear weapons
research and development in violation of its obligations under the
Non-Proliferation Treaty.

Entwaffnet die westlichen Atommächte

Die politische Kalkulation der Bush-Regierung zum Irankonflikt ist
ein pathologisches Spiel mit dem atomaren Höllenfeuer. Raketenschläge
auf iranische Atomanlagen würden weniger eine Massenbewegung zum
Sturz des dortigen Regimes zur Folge haben als eine antiwestliche
Massenmobilisierung in der islamischen Welt - und eine neue Form des
Atomterrorismus gegen den Westen.
Dabei stinkt der Fisch wie so oft vom Kopf her. Schließlich sind es
die westlichen Atommächte, die sich beharrlich und völkerrechtswidrig
der Atomabrüstung verweigern, zu der sie sich im atomaren
Nichtverbreitungsvertrag selbst verpflichtet haben. Selbstherrlich
insistieren sie für sich selbst auf Atomwaffen - und damit auf ein
Zwei-Klassen-Völkerrecht. Mithin sind sie der eigentliche Verursacher
der Atomwaffenrüstung weiterer Staaten, von Indien bis zum Iran.
Umso drängender stellt sich die Frage, mit welchen anderen als den
bisher ergriffenen politischen Mitteln der Iran von seinen Plänen
abgehalten werden könnte. Der Pferdefuß der bisherigen
britisch-französisch-deutschen Initiative ist, dass Großbritannien
und Frankreich selbst Atomwaffenstaaten sind und damit ebenfalls den
unglaubwürdigen doppelten Maßstab repräsentieren. Wenn die
Bundesregierung etwas bewirken will, muss sie sich entscheiden, auf
welcher Seite sie steht: auf der der etablierten Atommächte oder auf
der der Nicht-Atomwaffenstaaten.
Aus der Position Letzterer ergriff einst Außenminister Willy Brandt
die Initiative zu einer Konferenz aller Nicht-Atomwaffenstaaten, die
im September 1968 in Genf stattfand und die Bestimmung zur atomaren
Abrüstung der Atomwaffenstaaten durchsetzte, ohne die der
Nichtverbreitungsvertrag nicht zustande gekommen wäre. Eine
Neuauflage einer derartigen Konferenz mit dem Ziel, gemeinsam
gegenüber allen Atommächten den politischen Druck zur Atomabrüstung
aller zu organisieren, könnte der Ausweg aus der derzeitigen Irankrise sein.
